Header nav animations

• the underline on the nav item in desktop animates from center
• the sub nav links list needs something to keep it from rendering before the background animation is finished

• drop down should collapsed if clicked outside and state should be maintained (if dropdown is opened in desktop , it should be opened in mobile as well) if resize window from desktop to mobile and vice versa.
