RTE - hard returns make BRs instead of Ps

I was doing some RTE testing on https://da.live/canvas#/aemdemos/ise-boilerplate/index with the 'layout' open in the Experience Workspace and noticed:

• a hard return creates a BR element instead of a P the way other editors do
• a soft return (shift + click) does nothing, instead of making a BR element the way other editors do
