Problem with DOCX tiers

Describe the bug
When you are on list view and click download, the docx is produced with every tier. The tiers should be filtered by the current settings.

To Reproduce
Steps to reproduce the behavior:

1. Go to Settings
2. De-select a few tiers
3. Go back to TableViewer
4. Click Download
5. Your docx will have every tier visible

Expected behavior
downloaded tiers should mirror what's in the tableviewer
