Separate UtaiteDB and TouhouDB content to separate sites

There are some discussions/plans regarding separating the contents of the other sites on the network from the VocaDB Wiki. This issue is created so it can be discussed publicly and centrally.

I'm willing to help separating the sites, though it should be considered on how to manage the base template: Whether VocaDB holds the main template, and the other sites strictly use it there, or other sites can have their own modifications separately.
