Right Clicking with boats in hand does not place boats.

We are fully aware of this, and will fix this soon.

From Briman's Twitter:

"For any of you having issues spawning boats/submarines from #Oceania, try flying above the water a few blocks and spawn it directly below you. This will be fixed in a future version."

The spawning code does not ignore players in the bounding box, so it has trouble spawning when you're near it. The boxes are also a little oversized. Fly in creative about 3 blocks above the water and it will work.
