use azure pipeline to test, build, deploy windows wheels

currently

• wheels have to be uploaded manually, which is a burden
• travis is the only CI setup, and it is Linux, to build and deploy windows, must use appveyor or azure pipeines
• also consider deploying to mac os using circle ci

Travis-ci and other CI servers are obsolete. Also setup.py is obsolete, instead now use python -m build.

Also need to *normalize * the project name according to pip & twine. IE this means all lower case so solarutils without caps or camel case

Also need to see if any updates are needed for Apple silicon M & A-series chops. See about building many Linux wheels and of course if it could be deployed on conda-forge. All might be moot if pvlib implementation is released soon
