[Feature]: User can skip an onboarding step

User Story

As a User, I want to be able to skip a specific step in my onboarding and giving a reason on why.
As a PM, I want to either approve or disapprove the skip of the step and optionally be able to leave a comment on my decision.

• ask to skip step with a reason as a user
• give permisson or not as a pm
• skip step request should be displayed on the pm dashboard
