Should scamp cores be ignoble

Sets processor 1 to ignore

But with #309 processor Id 1 would be scamp.

Options are.

• make scamp cores 0 and 2
• computer says on the ignore processor 1

I prefer the second option of saying the core can not be ignored
As a real Machine will always assign the lowest virtual ids to the scamp cores

If the software has no control over which cores are chosen by SCAMP, it should be an error if you try to claim one of these cores is down. This is also true of physical processors (indicated as a negative number), since we can't stop them being chosen by SCAMP on SpiNNaker 1. On SpiNNaker 2, I think there is at least more theoretical control over the physical processors used by SCAMP, so this could be acted on there (but not sure if that has been implemented yet)
