[Warning] Compare estimates with EDD (Employment Inventory)

Describe the warning

@dlesdg noted in #274 the following differences between the preliminary employment estimates and the EDD inventory that require investigation. Please address each of the four following findings below in individual comments and refer to the original test plan in #274 for more details.

a. Areas with big government employers have large differences in 92 (Public Administration). See census tracts 85.11 and 53.02

b. Census tract 38 had an unexpected allocation of 31-33 (Manufacturing) when compared to EDD.

a) This is probably due to headquarters issue but also that the controls from qcew for sector 92 have roughly 17,000 to 25,000 higher job counts than sector 92 ([CNS20]) totaled from the LODES data set for San Diego County. check results from these two queries

b) This is fine and is most likely due to how LODES sites employers as there are manufacturing jobs in surrounding areas to tract 38, such as NASSCO. It is most likely that LODES assigned jobs to locations within this tract as their siting is not always at exact employer locations for data privacy issues.
