[BUG] OST v148 When performing a clean install of Steam, some games require clicking the "Install" button or "download game" before the required space and language options are displayed

• I have searched existing issues and confirmed this has not been reported.
• I am using the latest build version from the releases page.

Describe the bug

First Test
When performing a clean install of Steam and loading 299 .lua files, some games require clicking the "Install" button before the required space and language options are displayed
For example
Risk of Rain 2 (632360)
OneShot (420530)
Xuan-Yuan Sword 2 (1508740)

Additional testing
After loading 299 .lua files, it was confirmed that the game did not display the required space size and language options before clicking the "Install" button
Keep the .lua files of the three games mentioned above and でびるコネクショん (3054820), then delete the rest of the .lua files
Before clicking the "Install" button, the three games mentioned above will display the required storage space and language options

Second Test
When performing a clean install of Steam, loading only the .lua files of the three games mentioned above, the required space and language options are displayed without needing to click the "install" button

Steps to reproduce

First Test

1. Fresh Steam Installation
2. When loading 299 .lua files, the game does not display the required space and language options before clicking the "Install" button
   Risk of Rain 2 (632360)

3. The required space and language options only appear after clicking the "Install" button
4. でびるコネクショん (3054820) does not display the required space size and language menu options after clicking the "Install" button. The required space size will only be displayed after "Downloading the Game"

After taking a quick look, this seems to be normal behavior when there is no local appinfo cache available.

In some cases, especially for games that require PICS tokens, Steam may not have enough install metadata ready at first. As a result, the required space and language options may only appear after clicking the Install button or after the game starts downloading.

I will try to look into this further when I have time
