Rethink one-direction segments in JFS

Now if all segments in a JFS are one-direction it becomes one direction. But maybe we should tighten this assumption.

maybe if one section within a JFS is one-direction the whole JFS could become one-direction.

Currently the criterion is still set to all(). Indeed we should test if we change

• the JFS argument to any(). This is the Links_InsideJFS_IsOneDirection
• Adapt the IsOneDirection attribute. The criterion is now ... && ... && ... , should be ... || ... || ...

• parallelle links met verschillende richtingsaanduidingen niet samenvoegen
  -JFS met inconsistente eenrichtingsaanduidingen 2 way maken
  JFS met sommige 1 way en sommige 2way segmenten, maar wel consistent: resultaat is 1 way
