Connexionz (ART) API throws various warnings when no predictions are available

Probably because nothing is in the array. This is probably not critical? Example:

Actually I think this sometimes breaks the transit screen, especially out of normal hours.

Aside from the PHP errors with $out being undefined for most transit agencies, there is also a JS problem in screen.js line 40 when vehicle.predictions does not exist.
