Share tags only to certain organizations

Right now when we create a tag we can chose if it's private to an organization, or if it is global and shared across organizations. We need a way to share a tag only to specific organizations.

Update: Since we didn't come up with a satisfactory solution for this and users haven't really made it known that this is actually a needed feature, I have closed the existing PR and will be moving this issue back into ready to be picked up.

When a point is made to have this in the system, we will pick it up once more
