Create an onboarding assistant, like a MacOS Assistant, that launches on first boot. It should walk the user through the different applications and their content and highlight how to use the system. Also add the common disclaimer from 911realtime.org and put it behind an EULA-type accept screen in the wizard. The Assistant should boot in a modal state, and the user should not be able to proceed without at LEAST accepting the EULA. They may cancel out of the help/getting started steps.
