Using INSPIRE AU for global administrative boundaries #229

I come from a humanitarian background, and over the past few months there have been a lot of discussions in my community around sources of administrative boundaries. Projects like fieldmaps.io, FAO GAUL (2024), and World Bank are aggregating data from multiple sources to build global datasets. These projects use data pipelines connected to upstream sources, giving an opportunity to use INSPIRE data rather than 3rd party ones.

I started at the Administrative Units theme overview on the INSPIRE Geoportal and tried to download the actual data, but the mix of ATOM and WFS services are difficult to navigate as someone new to the ecosystem.

Using Mapbox's Boundaries Explorer, I can easily see many divisions for Europe organized by administrative level. NUTS via GISCO provides a clean entry where I can request level-1, level-2, or level-3 units consistently across all member states from a single endpoint. Is there an equivalent for INSPIRE AU, or a standardized mapping that would let a pipeline say "give me all administrative 1/2/3/4 units for Europe"?
