Are overlapping polygons allowed?

I'm working with the INSPIRE Land Use data specification and need some clarification on how to handle overlapping polygons. Specifically:

• Are overlapping polygons allowed when representing multiple land use functions for the same area?​

• If they are allowed, what guidelines should we follow to maintain data consistency?​

• If they aren't allowed, how should we represent areas with multiple land use functions?​

I've checked the technical guidelines but couldn't find a clear answer. Any insights would be appreciated!

overlapping polygons cannot be used. The Section "5.3.1.1.2. Existing land use" of the TG explains how multiple land use functions can be provided for the same area by associating with the same spatial object (polygon):
• 1 to many hilucsLandUse
• 0 to many «dataType» hilucsPresence and specificPresence
• 1 to many specificLandUse
• 0 to many «dataType» specificPresence.

Specifically, four possible options are identified, explained and then summarized in Table 4.
