INSPIRE Planned Land Use implementations

Dear INSPIRE community,

could you please share examples, where INSPIRE planned land use has been implemented according HILUCS, ideally with the examples of the plans on various level of detail (from national to local)?

Any reference to the services, or apps are more than welcome.

Similarly any experience, how planned Land use dataset generation is organised (whether on the side of plans developers, or on the side of central coordinating bodies), or links to related guidelines will be highly appreciated.

Hi Martin

Here are a couple of examples of data sets with PLU for local level and municipality level in Denmark containing HILUCS values like:

Data is in zipped GML:
Local level: https://inspire.plandata.dk/download/741-localplan.gml.gz
Municipality level: https://inspire.plandata.dk/download/741-municipalplan.gml.gz

The plan data is created and maintained at local level and therefrom collected and aggregated in a national register "Plandata.dk" wherefrom data are available in portal, APIs (incl. INSPIRE NS) etc.

The dataset contains all urban land use plans in the planned land use model and are classified according to HILUCS.

Basically, urban land-use planning in Germany is the responsibility of the municipalities, which is why the plans are typically maintained and made available by the municipalities themselves.

This is b.t.w. one of the reasons why such a large amount of data from Germany is accessible via the infrastructure ;-)

In some federal states, the individual plans are aggregated and made available at state level, in other federal states they are not.
There is no national data set or application at national level.

many thanks for your valuable feedbacks.

I will check the data asap I will have good connection (currently travelling), but from what I have seen, both examples are serving gml.

Just two questions for the curiosity:

1. Do you have some experience with the real usage/uptake of data with this encoding, or aren't you planning to go for some community more attractive ones as geopackage, or geojson?

2. From the NSDI coordination point of view, are you somehow instructing the providers in metadata creation in order to have an overview, what is the situation from the country point of view (or some plans to do so ;o)

I will also consult your examples with colleagues in our authority for spatial planning and construction of the Slovak republic.

short answers to your questions:

1. As the coordination office for the national SDI, we currently have no information regarding the actual use of GML. To our knowledge, there are currently no plans (in this domain) to switch to an alternative encoding, even though there are initiatives and discussions to switch to alternative encodings in general. More information could be provided by the data provider (see contact information in the metadata).

2. In some federal states, there are centralized approaches for the provision of urban land use plans where metadata is created automatically. These are then almost standardized and can provide an overview for the federal state (e. g. https://www.geoportal.rlp.de/map?WMC=27581). To now, there are no national (semantic) requirements regarding the creation of metadata for urban land use plans.
