I believe there is currently no way to control this option. In some situations there are (small) quality gains to be had from allowing it to be 1 or 0. It would be nice to have the choice when quality is prioritized above speed.
In particular, pscrn=0 can be picked in the most recent update to NNEDI3CL, and is in fact not as unusably slow as one might expect.
