Missing relation between non-declared packages and types

There is no arc-based way to access the :PACKAGE node for non-declared types and vice-versa.
We need a relationship that could also be used by the declared entities.
Currently, the only way to access types in a PACKAGE is PACKAGE_DECLARES_CU and CU_DECLARES_TYPE.
