Update CLI generator to generate interfaces for all possible tools

• generate CLI for all possible tools (turning on all conditional tools)
• add additional skills for conditional CLI commands
• ensure that the tools can be still disabled via server start args but it is fine if they remain in the CLI interface (this is a discussion item).

So the idea is that the CLI tools are available unconditionally, but when called on a server that has the functionality disabled, the CLI would print an error message. This SGTM! For the MVP we can start with any error message, but longer-term it would be nice to show a very clear and descriptive error telling the user / LLM exactly what to do to gain access to this command.

The flow would be the following, right:

• chrome-devtools start (starts with all the categories enabled)

• chrome-devtools start --categoryNetwork=false (starts with all the categories except network enabled

• chrome-devtools list_network_requests (fails with error "Category list_network_requests not enabled - enable category with restart command. See $URL for more information).

What more descriptive error messages would you expect to see?

The current message would be like Tool list_network_requests not found. The ability to understand how each tool needs to be enabled (not all of them are category switches) is something that needs to be implemented.

I think we need a useful error message - something like I mentioned above that states the reason.
