Catch-up review consolidating a 4-week gap (no 06-12/06-19 reviews).
Nightly is green again (#518) so the dep-bump cluster is unblocked;
#490 added a PR pytest gate. 10 proposals ranked; queue trimmed
(8 items resolved/superseded, incl. the shipped starlette CVE,
nightly fix, PR-gate, and the withdrawn Fable 5 item).
