MdePkg: Ignore FdtLib.h for ECC

Add Include/Library/FdtLib.h to the IgnoreFiles list for the ECC CI
plugin. This aligns FdtLib.h with Library/BaseFdtLib which is already in
the IgnoreFiles list.
