[Bug]: Unable to reject plan

Steps to reproduce

Start thread with claude, generate a plan, try to get out of it without accepting or revising it (you cant)

Expected behavior

You should be able to reject a plan and switch to build mode

Actual behavior

you cannot swithc without accepting it

Workaround

you can implement a nonsense plan and just stop it and get back to whatever you want to do
