Import libmateweather 1.26.4 for both Mint 21.x and Mint 22.x

libmateweather 1.26.4 is required for weather display on mate-panel to stay working.

Update March 2026: There is now a 1.26.3-5 bug fixed packages hosted for upcoming Ubuntu 26.04 and current Debian testing repositories.

Is better to fix in Debian and Ubuntu.
In Debian was reported but probably should be specified that the commit should be applied also to the stable version (as important fix and with the patch of only 2 lines I think will be accepted). https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1115612

The libmateweather1 entity in Ubuntu 22.04 LTS Jammy is still 1.26.0-1, despite it has stopped working 2 years ago. 1.26.2 and 1.26.3 were released for weather dataserver URL change.

The ones use it on ubuntu (and derivatives) and have the problem could also just click on "This bug affects you...", maybe with a high bugheat there is more chance that someone will take care of solving it
