Specs

• Course States: Active, Upcoming, Archived
• if unpublished changes exist, show chip with no counts
• checklist is hidden when all items are complete
• library updates banner (top of page) can be dismissed, but if any library updates exist, the metadata item persists
• notifications if course level notifications are implemented for Verawood

We may simplify the page level actions by removing some.

This header re-design doesn't seem too disruptive to me - so is a waffle flag valuable here or not?

When performing this task, buttons like Add and the last button for the navbar may not be functional. Another option would be to simply place those buttons behind the flag.
