• Tags applied to blocks within a library should remain associated with that block when reused in courses
• Tags applied from a library are not editable and display a small lock icon in place of the remove icon while in the edit flow
• On hover over the lock icon, a tooltip should appear with the text: "Tags applied within a library cannot be removed"
• Tags can be applied to reused blocks within courses. These tags are not shown on the upstream block in the library
• Tag counts on blocks downstream should reflect total tags: library applied + course applied
• Tag counts on upstream blocks should reflect library applied tags only
• Tag counts that appear in the downstream component's sidebar should also reflect the sum of all tags (ie: in taxonomy ABC, tag 1 and 2 were applied within the library, tag 3 was applied in a course. Tag count should show 3 next to the tag icon in-line with the taxonomy header

On your question from the other tag thread (from here)
What happens if a tag added in a course (downstream) is then added in a library (upstream).
We should be able to track where the tag was applied and follow this logic:

• if a tag tagExample is added in a course, and then tagExample is added in a library, tagExample should no longer be editable in the course
• if the tag tagExample is then removed at the library level, tagExample should still appear in the course, but now be editable
