Studio Libraries v2 view: add legacy migration info banner

For users with some v1/legacy libraries, add a banner to the top of the v2/new content libraries experience tab that explains the process of migrating legacy/v1 libraries to v2 content libraries.

  Welcome to the new Content Libraries experience! Libraries have been redesigned from the ground up, making it much easier to reuse content. You can create, organize and manage new content, reuse your content in as many courses as you'd like, publish updates, and create/randomize problem sets. See Libraries documentation for details. Legacy libraries can be migrated using the migration tool.

@ChrisChV @bradenmacdonald Marked as ready for dev. Some wording changes for this epic, and added the link url above (https://docs.openedx.org/en/latest/educators/how-tos/course_development/create_new_library.html). I also rounded the banner button to match default Paragon.

When all the documentation is ready for the rest of theses screens, I'll create a ticket to update all. Thanks!

@edschema Thanks! One question: What happens if there are no legacy libraries or if they've all been migrated? Should the banner still appear?

Hi @ChrisChV! Good question. If all libraries have been migrated, or if no legacy libraries exist, the banner should not display. I will update the spec to include this detail, thanks for identifying!

Actually want to amend my message above: in the case where the libraries have been migrated or no legacy exist, the banner should still exist but with slightly different text and elements removed as in the spec above. Thanks!
