Spec

• Sections and subsections have placeholder settings
• None of the settings can be edited
• Subsection level settings are: graded/ungraded status, visibility, assessment results visibility
• Section level settings are: visibility
• Unit level settings are: visibility and discussions
• All settings and setting headers should be default Paragon inactive colors

In scope

1. Settings visible in sidebar with message explaining configuration must happen at the course level
2. Settings sidebar for Library home page for Section, subsection, and unit blocks.

Not in scope

1. Editing settings (for now)

@edschema @sdaitzman @jmakowski1123 Did we get a final decision on the criteria for which settings are included in libraries and which aren't? @ormsbee made a relevant comment here on the units ticket: #1640 (comment) and I didn't see any response to that.
