Course section settings doesn't save setting for special exam

Description

On the course outline page, when saving timed exam settings for a course section, the settings are not saved.

This issue was reported a while back for the sumac release: openedx/wg-build-test-release#435. I'll centralize the efforts of solving it here. In case more context is needed about tests, etc, please review the BTR issue and continue commenting here. Thank you all!

@mariajgrimaldi At that time, a test was carried out in a newly installed Sumac environment and the error did not occur. I tested it again in a local Sumac environment and it didn't happen either, but it is happening on https://teak.demo.edly.io/.

@mariajgrimaldi and @luisfelipec95 - What is different between teak.demo.io versus the other environment? Indigo being enabled would not cause this would it? Throwing this out there because this is one thing I know might be different - I'm sure there are other differences to check though...

We are sure this works elsewhere? I ask because in revisiting this issue, because as I understand it, timed exams won't work for users if this issue persists.

@crathbun428: I tested this again in our Sumac remote environment. It's still happening as in teak. I don't know if there is a workaround to configure timed exams from somewhere else, though.

I just pulled the latest master and was not able to reproduce this issue.
I tested with latest tutor release, and with the master branch as well. It is working fine.
