add nvme-cli functionality for `nvme_lm_set_feature` command

While refactoring for the new libnvme API, we discovered that there is no functionality for nvme_lm_set_feature within the nvme-cli tool.

This Issue should remind us to implement it at some point.

For this issue also already supported the nvme lm set-cdq command.

Usage: nvme lm set-cdq <device> [OPTIONS]

This Feature allows a host to update the status of the head pointer of a CDQ
and specify the configuration of a CDQ Tail event.

Options:
  [  --cdqid=<NUM>, -C <NUM> ]          --- Controller Data Queue ID
  [  --hp=<NUM>, -H <NUM> ]             --- The slot of the head pointer for
                                            the specified CDQ
  [  --tpt=<NUM>, -T <NUM> ]            --- If specified, the slot that
                                            causes the controller  to issue
                                            a CDQ Tail Pointer event
