feat(oauth): redirect on prompt=none and return_on_error=false

Because:
 - when a user is not signed in and is in a prompt=none flow with
   return_on_error set to false, we want to take the user to sign in/up

This commit:
 - redirects to sign in/up on a user not signed in error if the
   return_on_error option is false
