chore(email-renderer): Fix issue with snapshots failing in CI

Because:
 - We see snapshots occasionally fail in CI

This Commit:
 - Adds an explicit dependency on l10n-merge for
   accounts-email-renderer:test-unit
 - Adds back previously skipped snapshot tests
