[SM6.10] Address LinAlgMatrix Ops Review Feedback

There is a number of LinAlgMatrix Ops PRs in flight and some have feedback that applies to all or most of them. Rather than editing each PR one by one a decision was made to address the feedback in a follow-up PR.

This is the list of concerns to be addressed:
