Missing CSS gap decoration data

CSS gap decorations is shipping with Chrome/Edge 149. New BCD data is needed for this feature.

What browsers does this problem apply to, if applicable?

Chromium (Chrome, Edge 79+, Opera, Samsung Internet)

What did you expect to see?

Compat data for the new row-rule property (similar to column-rule) and the rule shorthand.
Also, rule-break (shorthand for row-rule-break and column-rule-break).
Also rule-inset (shorthand for column-rule-inset-cap-start, column-rule-inset-cap-end, column-rule-inset-junction-start, column-rule-inset-junction-end, row-rule-inset-cap-start, row-rule-inset-cap-end, row-rule-inset-junction-start, row-rule-inset-junction-end).

Thanks Patrick, this is a big one.
I ran the collector for this in Chrome Canary and opened #29600 to add these as preview features. We will change this to v149 if I also see it in Chrome beta soon.
