Updating Cinnamon Style Sheets

Cinnamon has been using really old version of stylesheets now, major possible changes now are transparency, border, margin, padding, etc and booyahh - there's a new theme, we don't even have a n-th child css selector.

Maybe this is the time to introduce new features, allowing more contributions and better theme.

I am saying this as i have been a long time cinnamon de user, I have tinkered a lot with Cinnamon themes a lot
here are few example i worked on,

Meta Cinnamon Theme
Ginger Cinnamon Theme
Pepper Cinnamon Theme

• over the years i have seen many people creating new themes which are good, but you will see that many themes out there just look, traditional/old., people just change solid colors and call it a theme

I experimented and got floating panels (pepper), widget type desktop (meta theme).

few years ago i posted on mint forums also, but no one responded link

I would love to contribute if devs are ready to show the way, how CSS(Cinnamon) works, is it tightly coupled, is it something related to mutter.
