Bug description
I have a Logitech M720 mouse connected via the Logitech Universal Receiver and everything works fine except that when booting up Mint or resuming from sleep, the scroll wheel is very slow -- a full rotation of the wheel results in scrolling about 10 lines of text in VS Code. (You need to wait at least 5-10 seconds after sleeping before resuming for this to happen).
The mouse takes three inputs you can switch between using one of the side buttons. I only have my Linux Mint desktop computer configured for input 3. Inputs 1 and 2 are not in use.
To fix the problem, all I have to do is cycle through the inputs (pressing button 3 four times) and the scroll wheel functions correctly until the next time I put the computer to sleep.
Steps to reproduce
Put the computer to sleep for at least 10 seconds, then resume. The scroll wheel scrolls at least 5x slower than it should.
Cycle the mouse inputs (press side button 3 on the mouse 4 times to get back to the same input) and the mouse scroll wheel works as intended for the rest of the session.
Expected behavior
The mouse scroll wheel should scroll quickly as intended after every reboot and resume from sleep.
