Bug description
When starting the computer from the powered off state, the wired network connection always reports as being unplugged. Rebooting the device normally clears the problem. Sometimes I also have to reset the wired connection via the Network GUI app after the restart.
The network device is "Intel Ethernet I217-LM" using driver e1000e. (Dell Optiplex 9020 - MiniTower Form Factor).
This is not a physical issue with the cable. The network cable is firmly seated in the RJ45 connector. The steps described above will resolve the issue without having to touch the connector.
Steps to reproduce
Turn on the computer. Wired network reports as unplugged.
Expected behavior
Turn on the computer. Wired network reports as connected.
