Sound breakup regardless of sync and latency settings

On the latest Windows 10 nightly as of making this ticket and downloaded the core from within RA. Vulkan vsync + Xaudio sync at 64ms + exact system timing/VRR. Tried toggling each of these and raising latency, which didn't fix it.
