Report HTTP 500 when as issue in JCASC is detected

Actually, Jenkins returns 503 when a JCASC failed. To be compliant with RFC 9110, Jenkins should report HTTP/500 when a JCASC error is detected.

Do you mean on startup or as part of a reload? If its on startup then a JCasC failure is a critical error and it stops the service hence service unavailable.

Hi, I would like to work on this issue.

From my understanding, this relates to returning HTTP 500 instead of 503 when a JCasC failure occurs. Could you please clarify whether this should apply during startup, reload, or both?
