[FEAT]: Add support for Enterprise billing resources

Describe the need

After being in a private API for a while, it looks like most enterprise billing resources are now in the public API: https://docs.github.com/en/enterprise-cloud@latest/rest/enterprise-admin/billing?apiVersion=2022-11-28

I'd like to officially request cost centers and cost center resouces added as both data sources and resources. Happy to contribute, including upstream sdk, if necessary.

@antoine-axa we don't offer ETAs as Open Source work as a hobby is inherently unstable.

We do welcome more maintainers if you're looking to contribute ☺️

More maintainers increases the likelihood of features and fixes landing

I can see that 2 PR are created for this feature and this is planned for v6.12.0.
I'll be happy to contribute if you need help on that.
