Bug: Open deprecated url on current tab, not in new tab

What did you do?

Run eslint --inspect-config, and check the rules detail

What did you expect to happen?

for the comma-dangle rule, it display a deprecated tooltip

What actually happened?

When I click the Learn more button, it open the doc url on current tab, not in a new tab
