Port autofix for template-no-positional-data-test-selectors

ember-template-lint's no-positional-data-test-selectors fixes the
violation by converting the positional `data-test-*` argument into a
hash pair. The autofix was lost when the rule was extracted.

Restores the autofix using ESLint's fixer API: appends `=true` to the
positional param in place. The result is semantically identical to
upstream's recast-based fix but less disruptive — the attribute stays
where the author wrote it, formatting is preserved, and there's no
churn for already-correct hash pairs (upstream unshifts the new pair
to the front of node.hash.pairs).
