Intergrate the k8s cloud controller manager repo with the OpenLab CI

This change add the k8s cloud controller manager ut job entrypoint, to intergrate with the OpenLab CI, we also need to install the "openlab-ci" github app: https://github.com/apps/theopenlab-ci. Part of # theopenlab/openlab-zuul-jobs/issues/27
