dgraph_active_mutations_total isn't available until after data is written

Upon a fresh installation of Dgraph, the "dgraph_active_mutations_total" count is not available when calling the /metrics endpoint.

Data must be written first, then the metric becomes available.

This should show zero when no data has been written.
