Improve information about what IP addresses get assigned when creating tenant.

Issue description

Customer was concerned that their Prod and Pre-Prod tenants had the same outbound IP address. They saw this as an issue.
Can it be explained that the outbound IP address is assigned (from a pool of possible IP addresses) during the creation of the tenant.
And that is possible for some of their different environments/tenants to share the same IP address, and that this is not an issue.
