build(deps-dev): rm tslint-microsoft-contrib

This version will not be suitable (`^6.2.0`); but should
also be pinned to the exact version:

"OpenINF/openinf-tslint-microsoft-contrib#semver:6.2.0"

^ This version, however, has unmet peer issue(s) and may be
corrected in that repo of theirs that we previosuly forked.

I have gone ahead and removed it by uninstalling it:

`pnpm rm tslint-microsoft-contrib`
