Create *.snupkg instead of *.symbols.nupkg

Currently when I implement arcade, it creates *.symbols.nupkg, but we can't publish it. Instead, we should create and publish *.snupkg.
Currently arcade upload *.symbols.nupkg to MSDL(https://msdl.microsoft.com/download/symbols) and Symweb.
