Fix issues in start-here.md
Remove stale Visual Studio 17.x version note: the guide now targets Visual Studio 2026 (v18.x), so the note referencing VS 17.10-17.12 (Visual Studio 2022) workload naming is outdated. This note is also absent from the live published page. Co-authored-by: Copilot <[email protected]>
