Fix winget upgrade --all description and ARM64 ISO bootable media guidance

- #5000: Clarify upgrade --all actually performs upgrades (not just identifies them)
- #5251: Add Rufus as a tool for creating ARM64 bootable USB media; note Media Creation
  Tool does not support Arm64
