Add ms-store-badge web component CSS styling docs

Apply changes from community PR #5418 (by @JudahGabriel, author of the
ms-store-badge web component) to the current file location. The original
file was reorganized after the PR was filed.

Changes:
- Note that the badge is a web component (won't inherit page CSS)
- Add CSS ::part(img) selector example for customizing badge size
- Update badge creator URL to apps.microsoft.com/badge
